Indian culture always had seen women in a important position. Where women is always compared to "Shakthi "means power and strength, which indicates all men's power comes from feminine. They also referenced to nature which indicates peace .
The issue here is they are also exploited from past centuries and this has not yet stopped. The concept of street walkers was started long back in 19-20 century and yet practiced in a changed fashion.

prostitution is known to be the oldest occupation or profession .It all Started with Devadasi who dedicated there whole life worshiping gods ,where there are some speculations that they assume themselves to be the wife of gods. Later on these women's were popularly called with a name as nagarvadhu or Bride of the town.
where they were invited to dance in kings palaces ,they were given immense respect even king would give them a gifts and comfort place for living .
But this respect dint last for many decades ,After British captured or take over India they were forced to dance in front of them if any officer gets attracted towards them they used to push that women into one-night-stand culture.
At the biggest foundation of British empire there were large scale exploitation over women which includes trafficking of Japanese women from there place to India just to treat them as sex slaves.
They also created septate colony just place all sex workers in it .British also considered it to be work hence they were called sex workers. This colony started to get famous even in remote villages where they were treated as slaves and then paid an amount.
current situation: -
In present days these colony's are referred as RED LIGHT AREAS ,Kolkata stands fourth in the globe for sex tourists there are about 13,000 women working in this field.
As per Human-Rights in India there are more than 20 million sex workers present. The tragic part is that more than 35% of them are less than 18 years.
